Certificate for Scottish Personal Licence Holders

With the arrival of the Licensing (Scotland) Act 2005, all personal licence holders in Scotland will require to hold an accredited licensing qualification. Personal Licence holders will need to obtain their qualification before 1 September 2009. ServeWise and City & Guilds have worked closely with the Scottish Government to develop the 7104 Certificate for Scottish Personal Licence Holders available as two seperate qualifications for both on licence and off licence premises.

These nationally recognised qualifications have 6 hours training covering the licensing process and roles and responsibilities of the individuals and organisations involved, and focus on issues specific to the management of on-licence or off-licence premises and the legal responsibilities of the licence holder under the Act.

Learners will also gain knowledge of alcohol and its effects as well as the principles of creating an environment in licensed premises that is compatible with the 5 licensing objectives.

Existing Qualifications

All current licence holders must complete the new qualification before applying for their new licence. If you have recently completed the ServeWise Plus Licence Holders' qualification you may be able to do a shorter amount of training as part of the new qualification.

How is the qualification assessed?

The qualification is assessed using a multiple choice test. Tests will be available in either paper format or via GOLA online system.

A Personal Licence Holder's Guide will be issued to participants when they register for the qualification. Learners are expected to read the Guide in advance of their course.

 

 

Certificate for Staff working in Scottish Licensed Premises

The Licensing (Scotland) Act 2005 requires all staff serving or selling alcohol to receive training before 1 September 2009. This includes all part-time and casual staff.

ServeWise and City & Guilds have launched a special qualification for staff. This includes 4 hours of training focusing on issues relating to the sale and service of alcohol including the important issue of due diligence. Staff will receive a nationally recognised training certificate.

ServeWise and City & Guilds has also launched a staff workbook, which can be used as a stand alone workbook or as part of the staff qualification.

Almost three hundred people gained the ServeWise Licensing Board Members' Qualification in 2007, following the local Council elections.

We will continue to provide courses on demand, with one-to-one courses also available.

 

ServeWise Licensing Standards Officers Training

The Licensing (Scotland) Act 2005 requires all councils to employ Licensing Standards Officers (LSOs) who must undertake a suitable training qualification. Training must be nominal 30 hours, which includes the exam and self-study time.

The LSO has 3 main roles: to offer guidance to the licensed trade and members of the public on the operation of the system of licensing in their area; mediation in disputes relating to the licensed trade; and to monitor the compliance of the licensed trade with the licensing system in their area.

Cost and format

The 3 day course costs £550 per person. This includes the training, the exam, the certificate awarded by Alcohol Focus Scotland and Scottish Qualifications Authority, and the ServeWise Licensing Board Members' Handbook with additional information for LSOs.

Knowledge will be assessed by a 50 question multiple choice exam. Candidates are required to achieve 70%, which equates to 35 questions answered correctly, in order to be awarded the ServeWise Licensing Standards Officers' Qualification.

A minimum of 3 candidates will be required for courses to run. Courses will normally be held at Alcohol Focus Scotland's offices in Glasgow city centre.



ServeWise Trainers' Qualification

This is a 2 1/2 day course for people wishing to become a ServeWise Trainer to deliver the City & Guilds ServeWise Certificate for Scottish Personal Licence Holders (on and off-licence versions). To deliver the Certificate for Staff is an additional half day training.

The course covers trainer skills, the underpinning knowledge and training theory required for the delivery of the exercises. Trainers are provided with a comprehensive Trainer's Manual and all of the exercises, presentations and videos required for the delivery of the ServeWise Certificate for Scottish Personal Licence Holders. All Trainers are required to do pre-course reading. Immediately following the course, trainers must complete written work which is assessed. To achieve Approved status, trainers are assessed via an observation of training delivery.

The total cost of becoming an Approved ServeWise Trainer is £575.

ServeWise provides information and runs events to assist trainers with their Continuous Professional Development (CPD).
