We offer a range of courses for people in the licensed trade and for those involved in the regulation of licensing to meet the requirements of the Licensing (Scotland) Act 2005.

Scottish Certificate for Personal Licence Holders

Our courses are the updated 2020 qualifications and replace City & Guilds Scottish Licensing (7104) and will be delivered from January 2021.

This is a mandatory qualification for people applying to become a personal licence holder. This would benefit those with supervisory responsibilities in licensed premises.

  • 1 day course held online with pre-course reading.
  • Suitable for both on and off-licence candidates.
  • Course content is specified by the Scottish Government and covers an introduction to licensing, responsible operation of licensed premises, and the effect of irresponsible operation on society and health.
  • 40 question multiple choice assessment completed at the end of the training session, awarded by City & Guilds and accredited by the Scottish Qualifications Authority (SQA) for the purposes of the Licensing (Scotland) Act 2005. The exam will be held using through City Guilds new remote invigilation service.

The Scottish Certificate for Personal Licence Holders (Refresher) is for anyone who holds a current PLH qualification and needs to update their learning in order to continue to hold a full licence.

Students for this qualification must be aged 18 years or older.

Due to the continuing COVID-19 pandemic, Alcohol Focus Scotland is currently delivering these qualifications using Remove Invigilation for the exams.

To take a remotely invigilated exam, you will need:

  • A Windows PC (Windows 8 or higher is recommended)
  • Google Chrome
  • A strong/stable internet connection
  • A webcam
  • A microphone
  • A quiet place to work where you will not be disturbed.
  • Photo ID – driving license, passport, work-based ID or Student ID are all acceptable
  • Surpass Viewer – instructions on how to download this are included below.

At present Mac OS (Apple products), Chrome OS (Chromebook products), and (iOS) Tablet/Mobile devices are not supported for the delivery of City & Guilds on-screen assessments.

If you are unable to meet these requirements, you will be unable to complete the qualification with us.

Staff training

Workbook for staff of licensed premises

The City & Guilds Workbook for Staff of Licensed Premises is an ideal tool for personal licence holders to provide the 2 hours minimum training to all of their staff required by the Licensing (Scotland) Act 2005.

Online course

ServeWise Online Responsible Service of Alcohol course for Staff Working in Scottish Licensed Premises.

This course meets the requirement for staff training under the Licensing (Scotland) Act 2005. It is overseen by a trainer and offers online support. The online course can be completed in one or more sessions, at a time and place to suit the candidate. The course costs £35 per person.

Licensing Board Members training

This is a mandatory qualification for Licensing Board members elected by their local Council. It may be useful for other people involved in the licensing process, such as Licensing Board administration staff, lawyers or police.

  • No entrance requirements
  • 1 day course with pre-course and follow up home study
  • Course content is specified by the Scottish Government and covers an introduction to licensing, responsible operation of licensed premises, the effect of irresponsible operation on society and health
  • 40 question multiple choice assessment completed at the end of the training session, awarded by Alcohol Focus Scotland and accredited by Scottish Qualifications Authority for the purposes of the Licensing (Scotland) Act 2005
  • The Alcohol Focus Scotland publication "Licensing Board Members Guidebook" is issued to candidates for pre-course reading and is included in the price.

All licensing board members are required to complete one day training and pass an exam within three months of being elected to a licensing board. Following the local government elections, we trained over 500 Councillors who were joining their local licensing board.

Licensing Standards Officers training

This is a mandatory qualification for Licensing Standards Officers employed by their local Council. It may be useful for other people involved in monitoring licensed premises such as Licensing Board administration staff.

  • No entrance requirements
  • 3 day course with pre-course reading.
  • Course content is specified by the Scottish Government and covers an introduction to licensing, responsible operation of licensed premises and the effect of irresponsible operation on society and health
  • 50 question multiple choice assessment completed at the end of the training session, awarded by Alcohol Focus Scotland and accredited by Scottish Qualifications Authority for the purposes of the Licensing (Scotland) Act 2005
  • The Alcohol Focus Scotland publication "Licensing Board Members Guidebook", the City & Guilds publication "Personal Licence Holder's Guide" plus extra information is issued to candidates for pre-course reading and is included in the price.

Cost: £550 per person
